Voting Question: how can I change my BAH zip code ?

Hi , I am an Army active duty member and I'm married , Assigned to fort Campbell 9 months ago and have deployment order for next month , that means I will be deploy 10 months after assigne to my current unit , I didn't move my wife with me and she staid at our house back in California because she was student , So what I am trying to do is change my BAH zip code from fort campbell to california , I already ask Division finance and they told me I am eligible and I can apply for that , But it sounds like my NCO support channel don't like it and they are keep saying me that you can not do this , If any one done this before or have any information that can help me I will be so happy to hear from you . thanks ....
